Monterey Corridor Community-Based Transportation Plan

In January 2022, the Santa Clara Valley Transportation Authority (VTA) through funding from the Metropolitan Transportation Commission (MTC), initiated a Community-Based Transportation Plan (CBTP) in partnership with the City of San Jose. The transportation plan is focused on improving mobility options within the designated project boundaries along Monterey Road between Alma Avenue and Blossom Hill Road, an approximately 5.8-mile-long corridor, with an emphasis on disadvantaged communities.

In January 2022, the Santa Clara Valley Transportation Authority (VTA) through funding from the Metropolitan Transportation Commission (MTC), initiated a Community-Based Transportation Plan (CBTP) in partnership with the City of San Jose. The transportation plan is focused on improving mobility options within the designated project boundaries along Monterey Road between Alma Avenue and Blossom Hill Road, an approximately 5.8-mile-long corridor, with an emphasis on disadvantaged communities.

The plan brings residents, community organizations, and transportation agencies together to identify low-income neighborhoods' most important transportation challenges and develop strategies to overcome them.

The CBTP Final Report has been adopted by the VTA’s Board of Directors on March 7, 2024. The final plan document can be found here.

The resulting transportation plan will be an essential tool for helping VTA and the community proactively pursue projects when funding becomes available.

Community Engagement

VTA in partnership with the City of San Jose conducted various outreach including an online survey, in-person community meetings, and stakeholder interviews to find out what specific challenges the communities and businesses face regarding daily travels and what they think might help solve them.

VTA and City of San Jose staff hosted two community meetings (May 17 & 18) to share comments and suggestions gathered during the first round of public meetings and the online survey. Meeting attendees learned more about the proposed improvements, asked questions, or provided comments. Spanish and Vietnamese translations were provided.
